Death of Politics : Major reforms recommended

 

A.  Reforms to the Means of Legislating
1.   All political Parties to be banned from Government: all MPs are to be independent.
2.   The executive (Government) and the legislature (Back Benches) will be combined by
merging them into Departmental Executive Committees.
3.   Each Departmental Executive Committee will scrutinise, analyse, initiate and expedite
legislation in Committee under the direction of the Minister and the Cabinet.
4.   Constituencies will double  in size/population. Each constituency will have 2 MPs:
one the Sitting MP, the other the Constituency MP. The300 Constituency MPs will be
based in  their Constituency, the300 Sitting MPs  will sit in Parliament.
5.   Every Sitting MP will function in an Executive Departmental Committees (combining
the  Cabinet   Committes of the Government and the  Select Committees of the House).
6.   Reshuffles of Ministers are to be rare events.
7.   Debates in full house to be discontinued in favour of  committee  work.
8.   All Parliamentary votes will be registered in a voting office: Divisions will be
discontinued.  
B.  Reforms to the Lifestyle of MPs
9.    No MP may earn money from a second job, basic salaries will increase to compensate
for the resultant  loss of income. All MPs/Ministers earn the same salary.
10   Parliament  will work for 50 weeks a year.
11.  Individual MPs will work 46 weeks a year: 4 weeks holidays  & 2 weeks statutary
holiday.
12.  MPs are elected for 12 years and will choose to work in one of the Executive
Committees of the House.
13.  The Prime Minister is voted/confirmed  into office by all MPs every 4 years.                                             
14.  The PM submits his list of Ministers to all MPs for majority approval every 4 years.
C.   The selection of Parliamentary Candidates
15   The country will determine the character qualities required in all MP candidates. Such
character determination will follow non-policy  lines.
16.   A new body is to be set up to screen all candidates for these qualities.
17.   Everyone may apply to be an MP candidate. No preliminary screening will occur.
18.   Only candidates who pass this screening go forward for election.
19.   The Electorate will receive CVs of their candidates. They may signal any disapproval
through a postal No-vote: 30 % return of  No-votes denies the candidacy.
20.   For all new MP candidates the minimum age is 35 , maximum age is 50.
D.  Reforms to the Democratisation of Government
21. A political research unit is to be created which will undertake continuous research of
the electorate’s views on all government  legislation deemed to be controversial
( a running referendum).
22.  No government legislation can be enacted for 2 years unless 50% of the electorate is in
favour of  such intended legislation.
E.  Other Reforms to the Constitution of Parliament

23.   With all MPs being fully employed, and with the demise of party, the House of
Lords is considered superfluous to requirement and will be disbanded.

24.   With the demise of party and the disappearance of full-house debates, the Office of the
Speaker of the House is considered superfluous and will be disbanded.

25    With the demise of party, the Offices of the Party Whips will be disbanded
